About the Position
The Correctional Health Services (CHS) Chief Medical Officer (CMO)
is responsible for the planning, implementation, and management of
all clinical and medical activities within the Maricopa County Jail
facilities. As CMO, you will be responsible for ensuring that all
medical needs of the incarcerated population are met, and that care
is provided in a safe and ethical manner, meeting Constitutional
requirements. You will also oversee the development and
implementation of policies, standard operating procedures, and
clinical protocols related to inmate/patient medical care. The CHS
Director and CMO are responsible for maintaining a care delivery
system that is fiscally responsible and meets legal and regulatory
requirements. From a clinical standpoint, this position ensures
that CHS fulfills its mission of providing medically necessary,
evidence-based, integrated health care to patients as they proceed
through the judicial system.

We Require
Three years of experience practicing medicine in a government
environment or correctional facility
Five years of experience supervising medical providers
Doctorate degree from an accredited School of Medicine or
Osteopathic Medicine
Completion of an approved U.S. Residency or Fellowship Training
Program in Correctional Medicine or a related field
Valid, unrestricted license to practice medicine in the State of
Arizona
Board Certification

Job Contributions
Collaborates with the CHS Executive Leadership Team regarding
patient care, including establishing and implementing policies and
procedures for clinical aspects of care, monitoring the
appropriateness, timeliness, and responsiveness of care and
treatment, and reviewing provider recommendations.
Acts as a liaison with the Maricopa County Sheriff's Office (MCSO)
Detention Command, ensuring communication flows between the two
entities regarding medical services
Partners with the CHS Director for briefings with the Board of
Supervisors and County Leadership.
Oversees the day-to-day management of clinical providers, including
setting schedules, setting goals, measuring performance, time
management, and professional development
Works collaboratively with Human Resources in physician, physician
assistant, and nurse practitioner supervision, performance review,
succession planning, recruitment, and retention
Reviews higher-level Utilization Management cases when clinically
indicated
Performs legal reviews and authorizes compassionate release letters
as the responsible physician for CHS
Reviews and approves EHR clinical updates and requests
When necessary, supports patient care during clinic hours,
including prescribing medications in compliance with CHS Policies
and Standard Operating Procedures (SOPs)
Chairs and facilitates the Clinical Practice Committee by
documenting and updating clinical practice guidelines, medication
formularies, programs to ensure quality patient care, and adequate
controls to monitor quality and responsiveness to care
Evaluates and updates medical programs, assesses the health care
needs of the patient population, and makes recommendations
regarding new medical programs or services as appropriate.
Collaborates with the Assistant/Associate Medical Director and
Clinical Leadership to identify educational and training needs
throughout Correctional Health and assists in training and
educating the correctional health and MCSO staff
Participates in conferences and trainings to continue medical
education and keeps abreast in the field of correctional health,
surgical, and internal medicine
Leads, facilitates, and participates in CHS committees to improve
the delivery of care, such as committees on: Policy and Procedure;
Morbidity and Mortality; Clinical Practice; Clinical Leadership;
CHS-MCSO; Quality Assurance, and Multidisciplinary Meeting (Mental
Health Unit and Infirmary)
Maintains applicable licensure and skills according to the
requirements by State law, Department policies and licensure
agencies
Serves as the Responsible Physician for the Opioid Treatment
Program
Serves as the Authorizing Official for the 340B Program
Collaborates with the Pharmacy Director on Pharmacy operations and
medication formulary decisions
Working Conditions
Ability to work inside a jail and stand, walk, and bend for
extended periods of time throughout work shifts
Position requires accurately handling a high volume of work,
communicating with a culturally diverse patient population, and
adapting to frequent changes, interruptions, and unscheduled
tasks
Position includes day or night shift work, which may include
weekends and holidays
Travel or floating to various clinical locations is required within
a 5-mile radius
Must be able to respond to emergencies, take periodic calls out of
hours, and work alternate shifts as necessary
Must maintain CPR certification and get on the floor to perform
CPR/chest compressions, push medical equipment, climb stairs, and
lift patients on a gurney
Must be able to pass a fingerprint background check and maintain
MCSO jail access
Has a current DEA certification, or the ability to gain it upon
hire
Has a current NPI number, or the ability to gain it upon hire
CPR certification (can be completed during orientation)
